Step 1: Start off with a new 400 x 400 px document. Make your background black.

Step 2: Filter > Noise > Add Noise.


Step 3: Duplicate the layer, Filter > Blur > Gaussian Blur (0.5px)


Step 4: Image > Adjustments > Levels.


Step 5: Filter > Blur > Gaussian Blur (2px).


Step 6: Change the blending mode to "Lighten."


Step 7: Image > Adjustments > Hue/Saturation (205,50,0). Merge the layers together. Layer > Merge Down.


Step 8: Create a new layer, and grab your ellipse tool. Create a circle in the middle like I did, it does not matter what color the circle is.


Step 9: Create a selection around the circle by holding Ctrl and click on the layer icon in the layer pallete.


Step 10: Hit the letter "D," on your keyboard to reset your colors. Filter > Render > Clouds. Image > Adjustments > Levels; use the settings below.


Step 11: Filter > Distort > Spherize (100%, Normal)


Step 12: Select > Inverse.


Step 13: Select > Feather (2px). Hit "Delete" twice, and deselect (Ctrl + D).


Step 14: Filter > Brush Strokes > Accented Edges.


Step 15: Image > Adjustments > Hue/Saturation (205,40,0).


Step 16: Duplicate the layer. Filter > Blur > Radial Blur (100,Zoom,Best), do this twice. Set the blending mode to "Overlay," and merge the layers together. You should now have the planet layer, and the background layer. Two layers total.


Step 17: Duplicate the layer again. Select the bottom planet layer. Filter > Blur > Gaussian Blur (10px). Set the blending mode to "Color Dodge," and your done!
