Learn how to create an icy wind effect.
Step 1:
Start off by creating a new document 500 x 500 pixels, and select the brush
tool and use the settings I have below and click some dots around like below
on the Background layer.
Step 2: Now change the color by going up to Image -> Adjustments ->
Hue/Saturation and use the same settings I have below and hit OK.
Step 3: Now go up to Filter -> Distort -> Wave, and use the same settings
I have below and hit OK, remember you should still have just one layer.
Step 4: Now duplicate the background layer, and go up to Edit -> Transform
-> Flip Horizontal, and set the top layers blending mode to "Linear Dodge",
like below.
Step 5: Now with the top layer selected, go up to Layer -> Merge Down,
so you have one layer, now go up to Filter -> Distort -> Wave, and just use
the same settings and hit OK. Now go up to Filter -> Stylize -> Wind and use
the settings; Method: Wind; Direction: From the Right; Now duplicate that layer,
and with the top layer selected, go up to Filter -> Sketch -> Chrome, and use
the settings: Detail: 0; Smoothness: 10 and hit OK. Put it's blending mode on
Soft Light and merge it down, and you should have something similar to this,
and dont forget you can always experiment!
